The Language Access Act of 2004, including updated regulations passed in 2014, provides improved access and participation in District services and programs for residents with limited or no-English proficiency. As a result, District government programs and services are required and equipped to assess and provide necessary oral language interpretation services and written translations for individuals and/or populations who are likely to be served or encountered. The Language Access Act of 2004 mandates that all District government services and programs create and implement a language access plan and designate a language access coordinator to ensure compliance. The Language Access (LA) Program exists to ensure District residents who are limited or non-English proficient are afforded equal access to information and services provided by the District. All providers are required to comply with the First Source Employment Program. The First Source Law requires all beneficiaries of contractual agreements totaling $300,000.00 or more are required to enter a First Source Employment Agreement with the Department of Employment Services. To enter this agreement, providers must register using the First Source Online Registration and Reporting System (FORRS).  FORRS will provide a more efficient way for companies and organizations to remain compliant with monthly First Source reporting requirements. Beginning January 2017, FORRS will be the sole registration and reporting system for companies responsible for managing and reporting First Source employee data.
The Community Partnership created the DC HMIS Standard Operating Procedures to outline the roles and responsibilities of all agencies and persons with access to the DC HMIS data. The SOP and its attachments contain important and useful information about the ways in which DC HMIS data is secure and protected. All Providers using the DC HMIS are required to read this document in full and train every end user within its agency and programs to understand its contents.
