PEP-V Eligibility Criteria
Matched to a housing subsidy AND, in LBS or unsheltered AND, 45+ Years or have one of the following underlying medical conditions:
Cancer, Chronic Kidney Disease, Chronic Lung Disease (moderate to severe asthma, COPD, interstitial lung disease, pulmonary hypertension, cystic fibrosis), Dementia and other neurological conditions, Diabetes Types 1 and 2, Down Syndrome, Heart Disease (heart failure, coronary artery disease, cardiomyopathies, hypertension), HIV Infection, Immunocompromised State, Liver Disease) Overweight and Obesity (overweight BMI>25, obesity BMI>30, severe obesity BMI>35), Pregnancy, Sickle Cell Disease or Thalassemia, Smoking (current or former), Solid Organ or Blood Stem Cell Transplant, Stroke or Cerebrovascular Disease, Substance Abuse Disorders (such as alcohol, opioid, cocaine)

Providers must complete both forms below and submit together with the referral.
Flex Fund
Program Goal
Utilize flexible funds strategically to move literally homeless District of Columbia Veterans into housing quickly via payments to third parties. This program offers financial assistance only and does not provide case management to participants. Funds must be spent down before 12/31/21.
Target Population
Veterans in the District of Columbia who are experiencing literal homelessness and are on the DC By Name List, and have financial barriers to moving into permanent housing (including independently, or through SSVF or VASH). Veterans who have already identified a unit will be prioritized for referral, followed by Veterans who are close to identifying a unit, and then those who need assistance with locating and applying for a unit. NOTE: There are no income eligibility requirements for this program.
Eligible Expenses, include but are not limited to:
- Unit application fees – NOTE: Veterans need to have identified a unit in order to be referred for this type of assistance, as providers must submit proof of exact amount of funding needed
- Unit holding fees – NOTE: Veterans need to have identified a unit in order to be referred for this type of assistance, as providers must submit proof of exact amount of funding needed
- Security deposits – NOTE: Providers need written confirmation that the Veterans unit has passed inspection for this type of assistance
- Amenity fees
- Renters’ insurance
- Document related fees (e.g. out of state birth certificates)
- First month’s rent
- Storage fees
- Legal fee
- Transportation Assistance – NOTE: Providers need confirmation that a Veterans unit is ready for move in in order to receive transportation assistance for the purposes of moving from current location to housing
- Car Costs (License Reinstatement, Ticket Fees, Etc.)
- Back rent and other arrears
- Other expenses that are a barrier to move in that other programs cannot cover – NOTE: It is unlikely requests for hotel payments would be approved
NOTE: Any requests for expenses over $4,000 will need to be reviewed by an Approval Committee
